About us
The Independent Electoral and Boundaries Commission (IEBC) is an independent regulatory agency that was founded in the year 2011 through the making of the Constitution of Kenya. The Commission is responsible for conducting or supervising referendums and elections to any elective body or office established by the Constitution, and any other elections as prescribed by an Act of Parliament. It was created in a provision of the 2010 constitution and the Independent Electoral and Boundaries Commission Act.
As per the IEBC website, the Commission is responsible for conducting or supervising referenda and elections to any elective body or office established by the Constitution, and any other elections as prescribed by an Act of Parliament and, in particular, for;
- The continuous registration of voters and revision of the voter’s roll;
- The delimitation of constituencies and wards;
- The regulation of political parties process;
- The settlement of electoral disputes;
- The registration of candidates for elections;
- Voter education;
- The facilitation of the observation, monitoring and evaluation of elections;
- The regulation of money spent by a candidate or party in respect of any election;
- The development of a code of conduct for candidates and parties;
- The monitoring of compliance with legislation on nomination of candidates by parties.
The Commission shall exercise its powers and perform its functions in accordance with this Constitution and national legislation.

1. Presiding and Deputy Presiding Officer
Job Description
Duties and Responsibilities
The Presiding Officer(PO) will perform the underlisted duties while the Deputy Presiding Officer(DPO) will deputize the PO in performing the duties.
- Overall in charge at the polling station.
- Demarcates and lays out the polling station.
- Ensures the safety and use of the KIEMS.
- Ensures that the KIEMS and power bank are fully charged and all components are available before departing to the polling station.
- Supervises polling activities at the polling station.
- Distributes materials to the clerks at the polling station.
- Officially declares the start of polling.
- Runs the network connectivity tool on the KIEMS at 5.30am
- Opens/closes Polling Station Voting Period on the KIEMS
- Ensures law and order is maintained at the polling station.
- Ensure smooth flow of voters in the queue.
- Ensures that all election results and logs are transmitted from the polling station electronically to the Tallying centers.
- Shows the agents the tabulated results before transmission.
- Supervises all the elections officials in the polling station.
- Updates and communicates regularly with the Constituency Returning Officer.
- Posts a copy of the election results at the polling station
- Takes the results to the Constituency Returning Officer.
- Is in charge of security at the polling station.
- Ensures safe retrieval and return of election materials to RO
Job Requirements
Requirements for Appointment
- Kenyan citizen of high integrity, and be non-partisan;
- Hold a Degree/Diploma certificate from a recognized institution;
- Computer literate;
- Have effective communication;
- Good report writing skills;
- Ability to manage people, sensitive data and materials;
- Have skills in data computation;
- Must be available for the entire period of the exercise; and
- Resident in the constituency/Ward in which they apply for;
Wages
Presiding Officers will be paid Kshs. 2000 per day; and
Deputy Presiding Officers will be paid Kshs. 1,800 per day

2. Voter Registration Clerk – Huduma Centre
Job Description
Duties and Responsibilities
The Voter Registration Clerk will:
- Operate biometric registration kits (KIEMS/VIU tablets).
- Verify eligibility of applicants as per electoral laws.
- Assist applicants in filling registration forms accurately.
- Ensure safe custody of registration equipment and materials.
- Report and transmit voter registration data daily to Registration Officers.
- Uphold IEBC’s code of conduct, data protection, and confidentiality.
- Provide courteous and inclusive service to all, including persons with disabilities and vulnerable groups.
- Perform any other duties as assigned by the Supervisor.
Job Requirements
Qualifications and Experience
- Be a Kenyan citizen aged 19 years and above.
- Hold a minimum KCSE C- (minus) or its equivalent.
- Possess computer literacy and ICT skills;
- Diploma in ICT, Statistics, Education, Business Administration, or related field will be an added advantage.
- Demonstrate integrity, accountability, and confidentiality.
Registration Clerks based at Huduma Centres will be paid Kshs. 1,500 per day

3.Ward-Based Voter Educator
Job Description
Reporting to the Constituency Voter Educator, The Ward-based Voter Educator will carry out the following tasks:
- Distribution and dissemination of the voter education material in Schools, Churches/mosques, Health centers, Markets, Community centers, Farms, business centers etc
- Liaise with local stakeholders, relevant authorities and community leaders to facilitate voter education activities.
- Conduct voter education in the County Assembly Ward.
- Act as a link between the IEBC Constituency Election Coordinators, CSO’s, CBO’s and the community.
- Assess public understanding of matters related to electoral activity at hand in the ward.
- Monitor and evaluate voter education providers in the ward.
- Prepare and submit weekly activity reports to the Constituency voter educator, and
- Any other assignment as directed by the immediate supervisor.
Wages
County Voter Educators will be paid Kshs. 2500/= per day
Constituency Voter Educators will be paid Kshs.2000/= per day
Ward based Voter Educators will be paid Kshs.1500/- per day

4. Polling Counting Clerk
Job Description
Duties and Responsibilities
Reporting to the Presiding Officer, the POLLING/COUNTING CLERK will carry out the following duties;
- Assist in laying out of the polling station and counting room.
- Demarcate and display posters at the polling station.
- Control queues and guide voters to respective polling station.
- Confirm that a voter has not voted by inspecting their fingers for indelible marks.
- Identify voters before allowing them to vote.
- Issue stamped ballot papers to voters duly identified in the register of voters.
- Assist the Presiding Officer with the sorting of votes after voting as part of counting
- Perform any other official duties as may be assigned by the Presiding officer.

- KCSE Aggregate C- and above;
- Must be of good character and;
- Must be available for the entire period of the exercise; and
- Resident of the Constituency/County Assembly Ward in which they apply for.

Polling Clerks/Counting Clerks will be paid Kshs. 1,000 per day

5. ICT Clerk
Job Description
Duties and Responsibilities
- To provide high-quality first-level ICT support services to the Returning Officer at the tallying centre.
- Restore normal services to the users as quickly as possible by fixing technical hitches, fulfilling service requests or answering queries to allow the users to work effectively.
- To prepare, configure and test KIEMS kits in readiness for the elections.
- In liaison with the CICT, provide technical support to the Presiding Officers, Deputy Presiding Officers and clerks during elections.
- Ensure that KIEMS kits are fully charged and functional at all times.
- Perform data backup and data restoration on KIEMS Kits.
- Participate in the training of Support Electoral Trainers, Presiding Officers, Deputy Presiding Officers and Clerks.
- Perform any other duties that may be assigned by the Returning Officer
Job Requirements
Requirements for Appointment
- Kenyan citizen of high integrity, and be non-partisan;
- Hold a Diploma qualifications in ICT or other IT or related field;
- ICT Certification (MCSE, CCNA or Equivalent) will be an added advantage;
- At least 2 years industrial experience in ICT support in a busy environment
- Hands on experience and skills in Computer Hardware, Network and Software diagnosis;
- Have effective communication skills & good report writing skills;
- Must be available for the entire period of the exercise

Wages

6. Support Electoral Trainer (SET)
Job Description
Duties and Responsibilities
- To assist in the training of Presiding Officers, Deputy Presiding Officers and Clerks. The training involves polling, counting and tallying process.
- Assist in preparing training venue and the necessary materials for training.
- Perform the duties of a Presiding Officer or Deputy Presiding Officer as will be assigned by the Returning Officer.
- To supervise other individuals that will be engaged in the training of clerks and other election officials at the lower level clusters.
- Assist the Returning Officer in carrying out all forms of electoral training.
- Compile electoral training reports as directed by the Returning Officer.
- To implement electoral training plans developed by the Independent Electoral and Boundaries Commission.
- To collect and ensure security of all election training materials.
- To distribute electoral training materials at cascaded levels.
